Outsome success of this program is measured by the annual Synar Survey
Currently, the sale violation rate of 6.1% across the state of Pennsylvania, is lower than the national average of 8.5%
HPC has conducted youth tobacco sale law enforcement in Philadelphia, Delaware and Lancaster Counties since 1993, and overseen enforcement efforts across Southeastern Pennsylvania since 2006. HPC partners with local and state government representatives, municipalities, communities, local and regional transportation systems, schools, corner stores, and restaurants to ensure the laws regarding the sale of tobacco products are adhered to using appropriate education and enforcement protocols. Through funding from the Philadelphia Department of Public Health and the Pennsylvania Department of Health, we conduct county level surveillance, law enforcement education, media campaigns, social marketing campaigns, and community tobacco education. The primary goal is to decrease youth access to tobacco products in our communities by increasing compliance with local, state and national youth tobacco sales laws.
