Outcomes

  • Ten Healthy Living Guidelines approved by the Philadelphia Department of Public Health for approximately 200 OST programs serving 20,000 youth
  • Pilot results: After 1 year of implementation of first three guidelines:
  • 96% of OST sites were not serving sugary drinks
  • 100% offered fresh drinking water at all times, including outdoors and school trips
  • 96% of OST sites limited non-homework screen time to 30 minutes per day

Overview

The Healthy Kids, Healthy Communities Out-of-School Time Partnership Initiative (HKHC) is an initiative led by HPC and conducted in partnership with several nonprofit and governmental organizations in Philadelphia. HKHC has taken a policy and systems approach to addressing the root causes of childhood obesity by creating and implementing Healthy Living Guidelines (Guidelines) for nutrition and physical activity in after-school programs throughout Philadelphia.

The project represents an unprecedented approach to addressing the childhood obesity problem in Philadelphia. The ten Guidelines developed through HKHC are designed to shift the nutrition and physical environment for 20,000 children participating in nearly 200 Out-of-School Time programs in Philadelphia. The Guidelines ensure that these children have regular access to healthy foods and that opportunities for physical activity are the norm, rather than the exception. Following a successful pilot and evaluation, the Guidelines became part of the Out-of-School Time program’s policy in July 2013.

The Guidelines are now being implemented in Out-of-School Time programs funded by the Philadelphia Department of Human Services and managed by Public Health Management Corporation. These guidelines improve nutrition and physical activity opportunities in OST and create a healthier environment—making it is easier for youth and staff be active and eat nourishing snacks and meals during OST programs.
